Since we don't carry Allen bike racks, we don't offer a brand-specific lock that would work. Typically, the bike rack manufacturers use threaded hitch pins that have a proprietary thread pitch, so you're forced to purchase their hitch locks. That being said, we do offer a universal-type lock that works with hitch mounted accessories for a 1-1/4 or a 2 inch hitch. I'd recommend the Lets Go Aero # SHP2082 which works for hitch accessories with hollow shanks.

The Ultra-Fab Ultra Scissor Jacks # UF48-979002 can definitely be bolted onto frame of the trailer instead of welded. It's much more practical to bolt them on since scissor jacks tend to get caught on curbs or when going up or down steep hills and need to be replaced. view full answer...
Trailers that use 14 inch trailer wheels would have tire sizes installed that have an outer diameter of right at 26-1/2 inches which matches up with the size range that you referenced. A cover set like the part # A10-1201 would fit and work well. view full answer...

We have a similar e-bike rack to the Thule EasyFold XT part # TH903202 that can be used at the rear of a towed vehicle but this one cannot as it was not rated for that application. Instead you'd want the Yakima OnRamp part # Y36FR that is for a 2 inch hitch and has a built in ramp like the EasyFold.
If your towed vehicle instead has a 1-1/4 inch hitch you'd need the version for that hitch size part # Y96FR. view full answer...
The instructions for the Progressive Dynamics Replacement Section for AC/DC Power Distribution Panel - 45 Amp # PD4645V have multiple model numbers on them since each model has basically the same installation instructions. They do breakout each model separately when they list the characteristics but I think what you're referring to is the note at the very bottom that states "The 4600LI series converter/chargers are designed to recharge lithium iron phosphate (LiFePO4) batteries only".

The best option for lifting your torsion axle and getting a better ride quality would involve changing over to a Timbren Heavy-Duty Axle-Less Trailer Suspension.
